& ASSOCIATION RULES

THE FOLLOWING PAGES CONTAIN COMPLETE INFORMATION ABOUT PLAYING IN THE CHAMPIONSHIP GOLF ASSOCIATION. ANY QUESTIONS THAT YOU MAY HAVE ABOUT HOW THE ASSOCIATION OPERATES IS COVERED ON THESE PAGES!

Introduction: History and Membership Information
The Championship Golf Association was created in 1991 to offer the scratch players of northern Ohio a chance to play high-level competitive amateur golf throughout the summer. The Association conducts a series of 18-hole scratch events at courses throughout greater Cleveland, and works with other golf associations to bring top-notch fields to other important amateur events. The Association charges a membership fee in accordance to USGA rules on Amateur Status and Gambling.

Membership in The Championship Association is $70 for the year.   This fee covers all administrative costs and the opportunity to play in all events.

Single event membership is $15.

EACH event unless otherwise noted on the Schedule carries a $20 event registration fee that must be paid at the time of registration. A portion of this registration fee will be credited towards that events wagers based on Membership Status and the time of registration.  For Members registering prior to the Wednesday deadline, $15 will be credited towards the events wagers or returned at the registration table if the player declines to wager.  For complete information on registration and fees see the section on registration and withdrawing from the event.

Full Members are pre-registered for all events and only need to signup prior to the Wednesday deadline.  And pay that weeks wagers at the registration table at the event.

Section 1: Event Registration
A player can register for a weekend Championship Event in one of Three ways: he may physically sign the Event Entry Book and pay the registration fee before or after a competition.

On-time entry deadline for any Championship Event is 4: pm. of the Wednesday immediately preceding the event. Groupings and Starting Times will be prepared by 6 p.m. on that Wednesday. To find out your weekend tee time, call the Tee Time Hotline at 216-556-0219 after 6 p.m. on Wednesday, or check the CGA website. Do not call the golf course as they will not have this information. Groupings will be made using past performance histories. Full Members will have priority for tee times.

A player who does not register for an event prior to the 4 pm. on Wednesday deadline but prior to the day of the event, may still compete in that week's Championship Event, with the following considerations: 1) the player will  be charged a $2 late fee deducted from  his registration  fees and non-member fee, if applicable.  A player not pre-registered for the event may still play in the event on a space available basis.  The player will pay a $2 (full members $2) Late registration fee in addition to his wagers.   The player will be inserted into the field when a scheduled player does not appear, or at the end of the scheduled tee times if all registered contestants do appear. A player who misses the registration deadline but wants to play should report to the event site prior to the first scheduled tee time, so that the event director can have adequate time to register the player and find a space in the field.

Cancellations---  Players who cancel prior to 36 hrs before the scheduled event, will receive no penalty.  Within 48 hrs but before the scheduled first tee time  will be a $2 assessment. After the first tee time will be a $5 assessment, and a no show will be a $10 assessment, this will be deducted from the players membership fees, $20 less and fees, will be  credited to that players wagers at his last event.

Section 2: Player Eligibility
The Championship Association is an amateur golf organization, with all events contested at scratch. All players, male or female, who are eligible under the USGA's Rules of Amateur Status are eligible to participate in both the League Night Competitions and the Championship Events.

However, to maintain the amateur nature of the Association, any player who has played in a professional golf event as a professional will not be eligible to compete for three (3) years from the date of his last professional competition. Professional golf events are defined as any PGA Tour, Senior PGA Tour, LPGA Tour, Nike Tour, organized foreign or mini-tours (including the Tornado Tour), state opens or PGA Section events. Any player competing in any of these events as an amateur is still eligible. A non-competing member of the PGA of America is eligible, provided he has not participated in any of the professional events listed above or played in a Section event during the last three (3) years. Finally, any player who has regained his or her Amateur Status as designated by the USGA is eligible to compete in all CGA events, regardless of the last date of professional competition.

All decisions as to eligibility will be made by the Committee; decisions will be final. As a rule of thumb, the Committee will look at a player in the following light: the players of The Championship Association do not play golf as a means toward their livelihood, but rather for amateur competition. If a player is judged to make a portion of his or her living playing golf competitively, even on a part-time basis, then that player will be ineligible to compete in Association events.

Division Eligibility:  Each division will have a handicap minimum requirement, subject to change at the committees discretion.  Each division will compete on an actual (scratch) score basis.  All divisions will play the same tees and be eligible for the skins game.  Players entering a division event, must either have a scoring history in CGA events, with preference to the last two years, or a USGA Handicap Card.  The Handicap card will take preference.  Please let the committee know which form of entry HDCP you need.   If no history or HDCP card is available players mayl compete as SKINS only for 3 events to establish a division.  Players winning 3 out of 5 tournaments or 4 tournaments in a season will be promoted to the next lower HDCP division.

Current Divisions,  A  9 to 14  hdcp B flight 15 +, Senior 50 and over.   Divisions will be set at each event according to entries.

.Section 3: Championship Event Rules

For outside sponsored events, players must abide by all rules set forth by those bodies in regard to their events. No fees are to be paid or entries submitted to The Championship Golf Association for the following events: the Ashland Am-Am, the Summit County-  Amateur, The Lake County Am,  The Cleveland Amateur Championship (CGA Event winners are exempt from qualifying for the Cleveland Am) and the Chippewa Club Championship. Players must contact those associations directly to enter these tournaments (see the schedule for contact names and phone numbers).

For the Championship Events, there will be an  optional medal pot and an optional skins pot.  Players may enter one or both. Players entering only the optional skins pot will be charged $5, to offset the "competitive strategy change." (Non-members will also be charged a $15 administrative fee per event.  Green fees and wagers are not included in these amounts, and must be paid separately.

The handicap Division events have there own optional event pots and a community optional skins pot.

For more information contact  championshipgolf@sbcglobal.net

A player must check in at registration and pay all fees no less than 20 minutes prior to his starting time. (Players registering after the 20 minute deadline, may be assessed a $2 late fee and inserted at the next available tee time). If you are going to be late call 330 671 0718 or the course. At that time, the player will be advised of course conditions and the corresponding rules of play through a listing on a board posted at the registration table or on the first tee (typically Summer Rules; lift-clean-place if conditions are poor.)

Strict adherence to USGA Rules shall apply to all Championship Events, except for the following local rules:

- Any irregularities in the putting surfaces, including spike marks, ball marks, diseased areas, etc. may be repaired at any time by using a club, a divot tool or the players hand.

- Local Rule- A player may play a provisional ball for a ball thought to be lost in a water hazard.

- All hazards and out of bounds are marked with stakes. If no stakes are visible, area is to be considered through the green (except in the case of water hazards), and played as such.

- Stones within sand bunkers may be removed as a local rule

- Local rules posted on the golf course's score card are not in effect during Championship Golf Association events, except as to define the boundaries and hazards of the golf course. IMPORTANT NOTE: only the local rules posted on the board at the registration table or at the first tee and on these pages are valid. Do not refer to the local rules printed on the course scorecard.

>Distance only measuring devices are permitted.

Slow Play- At designated events, any group falling more than 1 hole (The preceding group is off the green prior to the following group begins to tee off) behind, will receive a warning and 2 holes to return to position.  Groups not in position after 2 holes may be timed, players will have 45 seconds to hit their shots once it is their turn to play and have reached their ball. (60 seconds total for team events).  Players will be informed of their first bad time, the second bad time and each subsequent time until the players are in the proper position, the player will be penalized 2 strokes.

All equipment used in any CGA event must conform to USGA Rules. If a driver or ball is put into play and is later discovered by the Committee to be non-conforming, the player who used the equipment will forfeit and must refund any prizes earned during all of the rounds in question. IF A SECOND INFRACTION OCCURS AFTER DISCOVERY, THE PLAYER WILL BE BANNED FROM THE LEAGUE FOR THE REMAINDER OF THE SEASON. It is solely the player's responsibility to ensure that all of the equipment used in competition meets conforming requirements.

One scorecard will be kept for the entire group provided by the CGA,  all players' signatures must appear on the card at the end of the round. Once a card is signed, the score shall stand, so it must be checked carefully prior to signature. Any prizes will be provided immediately after the completion of play. Skins prizes are based on the lowest score on any particular hole; if no skins are won outright, the least tied hole of the day will split the award.

During play, questions on rules should be discussed amongst the players within a group, and an attempt should be made to satisfy the question. If no solution can be reached that is equitable to all players, the player has the option of playing two balls and seeking a ruling after the round from the Committee. Decisions of the Committee will be final. Remember -- a contestant is always in charge of his own ball; if a player does not agree with the rules opinion he has been given by the members of his group, it is always his option to play a second ball and seek a ruling at the end of the round from the Committee.

In the event of a major weather problem, the Committee shall decide at its sole discretion if the weather allows the opportunity to play. If the Committee decides that the opportunity to play exists, the Committee may wait up to 60 minutes after the first scheduled tee time to make its final decision. If the Committee decides to proceed with the event prior to that deadline, the event will be staged for the scheduled number of holes in total. Suspensions for weather problems during a round does not cancel the round; the Committee may suspend play for up to 60 minutes before making its final decision. If weather forces a suspension of the event after it has begun, and then the Committee decides subsequently to cancel the event, all players must have completed at least nine holes for the event results to stand. If all players have completed nine holes, the event will be considered finished as a nine hole event, with prizes paid in full. (Further, if some but not all players have completed 18 holes and weather forces a cancellation, the tournament will revert to a nine hole event with prizes paid in full.) If all players have not finished at least nine holes, the event will be considered unplayed, and all entry fees will be returned to the players. No refunds will be given to any player unless the Committee decides that the event has been cancelled as outlined above; a player who withdraws from an event that has not been cancelled by the Committee forfeits his entry fee and assumes any associated penalties.
